Based on the practice of government in various countries, it is suspected that there is a bad government which is marked by a lot of corruption, collusion and nepotism that makes the country lead to bankruptcy. Therefore, a new concept of good governance is needed, which is called Good Governance (Regional Legislative Council's Position and Institutions in the Context of Good Governance, 2008).
In 2011 the government initiated the birth of Open Government Indonesia (OGI). OGI is a movement that aims to build a more open, participatory and innovative government. The government invites the public to actively pay attention and provide input in making public policies. One of the factors driving the occurrence of corruption is a conflict of interest. This situation has the potential to affect the quality of decisions taken by the relevant State Administrators and can encourage the occurrence of criminal acts of corruption. A study conducted by the Directorate of Research and Development of the KPK (2009) revealed that the giving of gifts or gratuities received by state officials is one of the causes of conflicts of interest. (Introduction to Gratification, 2015). The mandate in the legislation regarding LHKPN, State Administrators must actively report their assets as a form of support for eradicating corruption.
